الاتفاقية، التي أُقرّت في جلسة البرلمان بتاريخ 15 يونيو الجاري، تمنح “شركة أبوظبي التنموية القابضة” الإماراتية وصندوق مصر السيادي إعفاءً كاملاً من الضرائب على الأرباح والتوزيعات، عبر تعديل تعريف “الجهات الحكومية” ليشمل كيانات استثمارية، وهو ما يفتح الباب أمام امتيازات واسعة لا يحظى بها المستثمر المحلي ولا المواطن العادي.
ما بين جذب الاستثمارات والتفريط الناعم
يرى مراقبون أن هذه الخطوة تكرّس سياسة “ازدواجية المعايير”، وتعيد إلى الأذهان ملف “صفقة رأس الحكمة”، التي مكنت الشركة الإماراتية من الاستحواذ على نحو 170 مليون متر مربع من الساحل الشمالي مقابل 24 مليار دولار فقط، مع احتفاظ الحكومة المصرية بحصة أقلية من المشروع.
وبينما تُقدَّم مثل هذه الاتفاقيات كجزء من خطة “جذب الاستثمارات”، يعتبرها خبراء اقتصاد بمثابة “تفريط ناعم” في أصول الدولة لصالح مستثمر أجنبي يتمتع بحصانة ضريبية وتسهيلات خاصة، في ظل غياب شفافية حقيقية وتراجع دور البرلمان كجهة رقابية مستقلة.
وبحسب نصوص الاتفاق، تُعامل “أبوظبي القابضة” وصندوق مصر السيادي معاملة “الحكومة” في الإعفاءات الضريبية، ما يعني فعليًا نقل الأرباح خارج مصر دون أن تستفيد منها الخزانة العامة، في وقت تواصل فيه الدولة سياسة تقليص الدعم وزيادة الجباية من المواطنين.
