يعتمد التصنيف على حوالي 60 عاملًا مثل تنوع الأسلحة وعدد القوات والموقع الجغرافي والقوة المالية. ووفقًا لتقرير “سيبري”، كانت مصر من بين أكبر مستوردي الأسلحة بين 2017-2021، لكنها لم تظهر كدولة متزايدة الإنفاق العسكري في تقرير 2024.
