طالبت نقابة الأطباء بضرورة وجود رقابة حكومية على صفقات الاستحواذ في القطاع الطبي، مشيرة إلى أن غياب هذه الرقابة قد يؤدي إلى تفاقم الوضع وزيادة تكاليف العلاج، وحذرت من أن استمرار هذه الممارسات الاحتكارية قد يؤدي إلى تفاقم الاحتقان الاجتماعي، حيث أن المواطنين يتعرضون لأسعار مرتفعة تصل إلى أربعة أضعاف التكلفة الحقيقية للخدمات الصحية.
وتتهم النقابات الإمارات بالاستحواذ على حصة كبيرة من القطاع الطبي المصري، مما أدى إلى ارتفاع غير مبرر، وترى أن هذه الممارسات تهدد تطبيق نظام التأمين الصحي الشامل الذي تسعى الحكومة لتنفيذه، في الوقت الذي يتلقى فيه حوالي 66% فقط من السكان بتغطية التأمين الصحي، مما يترك الملايين دون حماية.
من يستفيد من الخصخصة الصحية في مصر؟
سيطرة الإمارات على القطاع الصحي في مصر تعود إلى سلسلة من الاستحواذات التي قامت بها شركة أبراج كابيتال، وهي شركة إماراتية متخصصة في إدارة الملكيات الخاصة. بدأت هذه الاستحواذات منذ عام 2008، حيث استهدفت الشركة شراء مستشفيات خاصة ومعامل تحاليل، مما جعلها تتوسع بشكل كبير في هذا القطاع الحساس.
قامت أبراج كابيتال بشراء 12 مستشفى خاصًا، من بينها مستشفيات كليوباترا والقاهرة والنيل وبدراوي والشروق. هذا الاستحواذ جعلها تتحكم في جزء كبير من الخدمات الصحية المقدمة للمواطنين المصريين. بالإضافة إلى المستشفيات، استحوذت الشركة على أكبر معامل تحاليل في مصر مثل معامل البرج والمختبر، مما زاد من سيطرتها على السوق الصحي.
كما قامت شركة “أبوظبي القابضة” (ADQ) بشراء الحصة الكاملة لشركة “بوش هيلث” الكندية في شركة “آمون للأدوية” في عام 2021، إحدى أكبر الشركات المصرية في صناعة وتسويق وتوزيع الأدوية، بمقابل 740 مليون دولار.
أدى الاستحواذ إلى خلق حالة من الاحتكار، حيث أصبحت الحكومة المصرية مضطرة للتفاوض مع شركة واحدة لتحديد أسعار الخدمات الطبية، مما يهدد بتقليل المنافسة ورفع الأسعار. كما أن ارتفاع تكاليف العلاج والخدمات الصحية جعلت شريحة كبيرة من المواطنين غير قادرة على الحصول على الرعاية الصحية اللازمة. كما أن التركيز على علاج أمراض معينة، مثل السكري وارتفاع ضغط الدم، التي تتطلب علاجات مستمرة وتكاليف مرتفعة للأدوية بجانب الأمراض السرطانية التي تتطلب علاجات مكلفة مثل العلاج الكيميائي والإشعاعي، يعكس سعي الشركة لتحقيق أرباح مالية أكبر.

في المقابل، تستثمر الإمارات في القطاع الصحي الإسرائيلي، حيث تم توقيع اتفاقية تعاون بين مؤسسة الإمارات للخدمات الصحية ووزارة الصحة الإسرائيلية في أبريل 2021. هذه الاتفاقية تشمل مجالات متعددة مثل تعزيز جودة الرعاية الصحية.
شهدت العلاقات بين الإمارات وإسرائيل تطورًا ملحوظًا بعد توقيع “اتفاقيات إبراهيم” في عام 2020. في هذا السياق، تم الإعلان عن إنشاء صندوق إماراتي بقيمة 10 مليارات دولار يستهدف الاستثمار في قطاعات استراتيجية في إسرائيل، بما في ذلك الرعاية الصحية.
